There's supposed to be wi-fi on the ship, the signal may be better in some areas than others.
I don't know about cell service. I would assume there is at least a digital roaming signal of some sort. We have Sprint and of all the places we've traveled we've been lucky enough to at least get an analog signal of some sort.
Let your conversation be gracious and attractive, so that you will have the right response for everyone.

Cell service is more dependent on where your company has towers. We were able to use our cell pretty far out in the Gulf on Cingular. The bill said the tower was in Louisiana: I'm guessing they have some long range towers there for all the oil rigs.

you can connect in your room, the cost is $100 for 7 days. your phone will not work in mexico because they use GSM only. if you have a world phone from verizon that can pick up GSM it will work there or you can use it on the ship for about 3 bucks a minute

LAXdef, I am not sure that you can do this on VIsion. This cybercabin is only on the newer ships. It is available on all the Voyager and Radiance class ships. Freedom ships may have it too, although they do have Wi-Fi in all the cabins. Rhapsody of the Seas, which is a newer Vision class ship, does NOT have it.

Unless this capability was added to VIsion in a recent refurb, I would not count on connectivity in the cabins.
