I've been picked up at Port Everglades before & what I did was use my cell to call from the ship when they called the first group to disembark. It worked out perfectly they were just getting there when we got outside with our luggage. If they aren't close enough to do it this way I'd definitely tell them at least an hour after the ship is due in.
We have been picked up three times sailing out of and back to San Francisco. We picked a time.....think it was 11am to get picked up. When we filled out our debarkation papers for the cruiseline we wrote we had private transportation picking us up at 10:30. It worked pretty well, better we wee a little early as it's always easier to stand around and wait for a car. And of course as the morning progressed we made contact via cell phone.
I don't think I would attempt to set a time, but rather agree to have your driver in the vicinity of the port about an hour and a half after the scheduled arrival time, then call them from your cell phone when you are getting off the ship. That terminal, in my opinion, and the traffic flow near it, are a nightmare. That's about all you can do in order for you to make a less than frantic arrival for both of you.
On our last cruise, we decided to use a private shuttle for the first time, instead of driving one of our sedans loaded for 15 days of cruising. I picked the time of 10am to be picked up from the pier. The company said that if we get off earlier, just to call their office. There was only one other cruiseship disembarkating on the same day.
Well, the immigration/customs process started way late. At 10, I called the company and told them that it won't be for a while. No problems, she said. Finally, we got off at 11:10 (probably the latest we've ever gotten off). The luggage took a while to find (a couple of pieces were not placed in the right color area) and then hubby had a problem getting a porter. When we finally got to the shuttle pick up area, I called the company and described what we were wearing, etc. to help the driver who was circling around the cruise center.
Watch, the next time we arrive for transportation, we'll get off at 9.
BTW, we have never requested early disembarkation (ahead of people who have early flights, etc). I don't think it's fair to others who may need the priority.

We have used the cell phone method a couple times. (when cruiseing out of Seattle) Our ride lives about about 30 minutes from the pier so it is easy.
