You're correct; fins are rather bulky, so it depends on how you're traveling (plane or car) and how much space you have. We take a small suitcase to hold all our snorkeling gear, so it's not a problem taking the fins. But if we're not sure we're going to do some snorkeling or if we're limited on space/weight, then we'll just take our masks and snorkels and leave the fins at home. Then we'll either rent them or just go without them depending on where we are.

When we're in the Keys, we normally go scuba diving while my wife snorkels (she can't scuba dive). In this case, we go out on a boat as there aren't too many good places to snorkel off the beach in the Keys. But at times it can be very clear or murky depending on the weather.
