The solution is to make this whole thing a game like the US is doing with border security. Send out several hundred internet operated drones and let people buy time during which they can control and monitor them (for a fee) Any person who identifies a pirate craft gets their time on the drone for free. Any person who reports a pirate craft that is then apprehended gets $1000!

We won't be able to keep the gamers away.

I would sail in this area IF and ONLY IF the ship had security trained to handle pirates, and I don't mean diplomatic negotiating skills. Pirates only understand 2 things, death and loot. They will only stop if there is too big a risk of dying and not enough loot to make it worthwhile.
