The festivities had their starting point last night, with a Concert by The Madeira Military Band and The Winds Orchestra, there was, also, a special appearence by the pianist Robert Andres.
Tonight the show will go on, with a performance by The Classic Madeira Orchestra.
The shows are taking place in one of our down town parks: Saint Catherine Park. Entrance is free, it has been well attended by either locals as well as tourists and, also, by our President and high individualities.
This afternoon, members of the Government took part in a formal session, that included the unavoidable speach by our President. Six influent personalities, who developed projects in the areas of Culture, Enterprise and Society were given honour prizes. Afterwards they will all be attending Mass in the Cathedral.

Here are a couple of comments on your question about tobaggan or cable car. First you will probably take the cable car up, although there are both buses and taxis. If you decide to take the toboggan down remember it does not go all the way to Funchal so you will have to walk, take a bus or taxi the rest of the way. For cruisers who are on a tight schedule this may be important especially if you are taking time to see the gardens and church. Here is a youtube video of the cable car.
