The conditions of the workers in Europe are completely different to the U.S ones. The salaries in restaurants are 800 euro per month and to nowadays it is IMPOSSIBLE to find a one room appartment 500 euro per month (if you know where to find, please tell me!) In Barcelona you won't find anything under the 900 EUR per month. Waiters and people that work in restaurants are usually foreigners, and work very hard to survive, usually living in shared apartments. So, in general, even though the cruiselines would say "tip is included", even if it is true that tipping is not compulsory by the law, I personally always tip to everybody that provided me an acceptable service, as I know their salaries are really low in Europe related to the cost of life in the main european cities.

Gratuities are not mandatory in Europe , driver, guides, waiters etc... should receive a tip as a token of appreciation.
