Yes, there is velcro to keep the card in.
No, the handle wrap is not padded - just strengthened witih two layers of pellon. The main purpose was just a 'marker' for the bags to stand out and be found.

But, I must admit that the tought of padding crossed my mind, albeit fleetingly.

Do you think that would be a good idea?

Sheila, just wanted you to know that the tee shirt I got from you for my friend was a "hit". She wore it to the office on Friday (casual Friday clothing) and the office girls thought it was great. Thank you again.

That one is one of my favorites, too... So much so, that I made an extra one to keep for myself.
(We're talking about the Navy scoop neck tee with "AHOY!" across the chest in rhinestones.)

I wore mine when we went out to eat for George's birthday yesterday.

Great on the velco.

No, I don't think the padding is needed. We had padded ones and it really takes away from the finger space and I have small hands.

Very nice item.

Iwill be making more in other colors or pattrns in thefuture.
But for now I have another ida that I am working on and hope to have it worked out soon.
