If you go to the Taj Mahal shopping area, which is gated and only for tourists, you'll be safe and can shop around in comfort. It's only about 2 blocks from the cruise ship pier and the only place I recommend. I just talk to the managers and tell them what I'm interested in and how many, then we negotiate. I've purchased it from several of the stores - depending on who's having a slow day and wants to bargain. So I don't have any one place that's better than another - I try to spread the wealth around.
But often we'll get a one-day pass at an all-inclusive resort and then make a deal with one of the workers, since they can always get it for less than we can. Just make sure you specify that you want JABLUM and nothing else. There are other brands that are not all that good, but JABLUM is by far the best.

Make sure you pay attention to the the expiration date at the bottom of the label from JABLUM. The date represents one year from the roasting date (hint)

We bought our friends Blue Mountain Coffee from RUM, ROASTS, and ROYALS in Island Village (so close to the ship)!
Can't say enough nice things about RUM, ROASTS, and ROYALS! Really nice place and seemed to be more interested in telling us about the coffee than selling it to us. ( MUCH more than I ever wanted to know about coffee! )
They were even suggesting we start with the less expensive blends.
Finally, my DH said what we really wanted were four bags of the BEST one. They offered us small bags (just telling you this so you'll know they were NOT pushy) ... but, told them we wanted the larger bags.
These folks KNOW their coffee ... but would probably never would have hired them to work for us as sales people!
Not everyplace in Jamaica is what is normal on "the streets" there.
