Most flash mobs assemble due to internet or phone relaying of the information from one person to another. It will be much harder to do so on a cruise ship. Maybe you could get the cruise director to spread the word, but not having your friends find out about it might be a bit hard.
Hmm, have you started a roll call? That might be one way of getting people together.

Yes, I think a flash mob might be rather difficult to engineer on a cruise, unless you had a VERY active AND cooperative roll call going.
