If I don't know the answer I'm fairly certain I can find it.

Ours was not, but we noticed a little beach just about half a mile to the right of the small dock the tenders were going to ...

We tendered ashore with our snorkeling gear and asked one of the policemen if the beach down the road was public; they graciously gave us directions (you walk through a cemetery to get there!) and off we went. It was actually one of the better days snorkeling that we had, we met some great Brits who were staying there with their son (who can handle our finances if we ever hit it big in the lottery), and we didn't spend a dime!
Some of our best experiences occur when things do not go as planned. We had a tour cancel on on in the Bahamas. We instead jumped on a private tour run by an individual on the dock. Had a great time!

I think a lot depends on your attitude going in; we are determined to relax and enjoy our time together. The little hiccups add flavor.
