and a broad area of low pressure centered about 550 miles west of
the southern cape verde islands. This system has changed little
in organization during the past several hours. However...
Environmental conditions appear favorable for gradual development
over the next several days. This system has a medium chance...
30 percent...of becoming a tropical cyclone during the next 48 hours
as it moves westward at 10 to 15 mph.

A WELL-DEFINED LOW PRESSURE SYSTEM LOCATED ABOUT 275 MILES SOUTH
OF THE SOUTHERN CAPE VERDE ISLANDS IS PRODUCING A LARGE AREA OF
CLOUDINESS AND SCATTERED THUNDERSTORMS. ENVIRONMENTAL CONDITIONS
ARE EXPECTED TO GRADUALLY BECOME MORE CONDUCIVE FOR DEVELOPMENT
OVER THE NEXT SEVERAL DAYS AS IT MOVES WESTWARD AT 15 TO 20 MPH.
THE SYSTEM HAS A MEDIUM CHANCE...40 PERCENT...OF BECOMING A
TROPICAL CYCLONE DURING THE NEXT 48 HOURS.

What does this title mean ?

Invest 93L just off Africa

Hi Tony During hurricane season storms come off Africa that could become a tropical storm/hurricane. An invest is what the National hurricane center tag as a storm of interest that may develop. Then the NHC will. track it. If it should develop as tropical it would then get a name.

seems a strange word to use 'invest'
