The National Hurricane Center said at 4:15 p.m. today that the tropical disturbance that was near Puerto Rico is right on top of the island, ratcheting up winds of 30 to 35 mph and dropping lots of rain.
The disturbance hadn't garnered enough strength to morph into Tropical Depression No. 11, though that could happen "at any time," according to the center's special statement.
