We are thinking of doing a Vista ship and looking at a VE cabin. Do the lifeboats interfere in the view other than looking straight down from the balcony edge?

The lifeboats are "tucked" in about 90%.
Other than not being able to look directly stright down to the water, you will not have any problems watching the ocean and anything as your approach a port - if it is on your side of the ship.

Even from the Rotterdam Deck we can't see directly down to the water when we stand by the railing.
