I don't think it was common sence and much as it was the easy way out.
With 2 NCLA ships pulled out the the market much of the original intent became moot. Even NCL was going to have problems in other markets if the changes went through.

Fortunately, politicians such as Ahnold the Guvernator presented some good reasons (like the fact that US ports such as Honolulu, Los Angeles, San Diego, and others stood to lose millions in tourism dollars, and thus, jobs, if the proposed ill-conceived rules went into affect) to reconsider these changes. Why should these businesses and employees suffer because of a failed management on part of a single cruiseline?
