The steward will instruct them on the charges they will incur if they choose to use the ocean as a swimming pool and they will sign a card acknowledging this. If they forget what the charges are, it will now be listed as an "excursion" that can be accessed by their interactive TV.
Passengers unwilling to sign the card will promptly be switched to inside cabins. In addition, the Captain must now make hourly announcements on on the current water temperature and other sea conditions. The stewards will also conduct a 'bed check' for all balcony passengers in their section every night at 2:30 am. In the coming months, the cabin phones will be moved from inside the cabin to the balcony to assist cabin mates in notifying the bridge of a person overboard. Same for the life preservers now stored in the cabin closets/compartments. New waterproof phones will also be installed around the hull of the ship at the waterline in addtion to the cargo netting which will now adorn all ships. Personal Locator beacons will now be available in all give shops for purchase at an additional cost.

The crew found out about it because their friends reported they were overboard. Sounds like a drinking game gone wrong.

I think I would be quite angry if I was on this ship and found out my cruise was being delayed and screwed up because two idiots couldn't stop drinking long enough to use their heads!

Yep me too and I think they should be fined or forced to pay for all the charges to say the least. That might stop those Jumpers sheesh!
I would hope they get a huge bill from the cruise line and the Coast Guard for their little escapade. And people wonder why most fools are young, cause fools don't live long enough to get old.
