Yes - Everyone flys into Houston. It is just over an hour from Galveston. You have two choices with Houston. Bush Intercontinental (IAH) is on the North side of Houston and is a Continental Hub. Houston Hobby airport is kind of on the South side of Houston and is a smaller airport. I would suggest Bush (IAH).
Galveston doesn't have an airport.

As I recall it is about 1.5 hours my bus.
That is the most used airport for cruises out of Galveston.
There is a regional airport closer but most airlines do not fly into it.

Galveston has a tiny airport that nobody goes to. Personally I like Hobby rather than IAH. The extra 1/2 to 3 hours around Houston is a pain (depending upon traffic) Southwest flies into Hobby and is very convenient.
