U.S. Coast Guard Issues 48-Hour Storm Alert

The U.S. Coast Guard issued a Condition X-RAY 48-hour storm alert at 8 a.m. on Saturday, October 22.
It is anticipated that the Coast Guard will issue its Condition YANKEE 24-hour alert on Sunday, October 23 at 3 a.m. At that time, operations in the port will cease, with the expection of the Star Princess cruise ship and over-the-road tank truck delivery of petroleum. Star Princess will dock and conduct passenger operations on Sunday. Cruise passengers scheduled for cruise departures from Port Everglades over the next few days should confirm sailing itineraries with their cruise lines. Port facilities should complete storm preparations today.

Based on the current forecast and anticipated time for port conditions, Sunday cruise ship arrivals will be permitted provided that they have arrived prior to 11:00 a.m., which is when the ports would be closed to inbound traffic.
Passenger disembarkation and new passenger embarkation should be expedited to the extent possible to allow departure by the later afternoon time frame.
When condition YANKEE is set, all vessels should be in the process of departing the port, with all vessels having departed prior to the setting of ZULU. Again, this is completely dependent upon the forecast, and could change at any time. All operators must plan accordingly.
Based on the 0800 update, the storm track has indicated an earlier arrival time of tropical storm force winds, which means the subsequent port conditions will also be set earlier than previously indicated. USCG anticipate setting YANKEEat 2:00 a.m., Sunday (port closed to inbound vessels, cargo operations cease), and ZULU at 2:00 p.m., Sunday. Please refer to the MSIB for specifics.
What this means: Today will be the last opportunity to get vessels in and conduct cargo operations. Between midnight tonight and noon tomorrow all ships must be departing the port. Tomorrow should be final storm preparations within the port only. Sunday cruise ship arrivals will not be permitted.
Again, these times are always subject to change in either direction based on updated forecasts.
The Mariners' 1-2-3 Rule, or "Danger area", is indicated by shading. The 1-2-3 Rule, commonly taught to mariners, refers to the rounded long-term NHC/TPC forecast errors of 100-200-300 nautical miles at 24-48-72 hours, respectively. The contour defining the shaded area is constructed by accounting for those errors and then broadened further to reflect the maximum 34-kt wind radii forecast at each of those times by the NHC/TPC. The NHC/TPC does not warrant that avoiding these danger areas will eliminate the risk of harm from tropical cyclones. Users operating in the vicinity of these systems are advised to continually monitor the latest Forecast/Advisories from the TPC/NHC and proceed at their own risk. This product also includes areas of possible tropical cyclone formation within the next 36 hours.

Port Hurricane Condition ZULU 12 HOUR ALERT

Prohibited Operations:
The ports are closed to all inbound and outbound traffic. The Captain of the Port has established a safety zone prohibiting all vessel movement within and around the ports of Miami, Miami River, Port Everglades, Port of Palm Beach and Fort Pierce Indian River Terminal in conjunction with Port Condition ZULU. Cargo operations are not permitted, and no cargo is permitted onto the port facilities.
Authorized Operations:
None, except final preparations as expressly permitted by the Captain of the Port necessary to ensure the safety of the port and facilities. Security measures must remain in place as long as there remains any activity within the port.
