Did you check to see if your cruise offers a 3rd and 4th passenger rate? We have always been able to get a discounted rate for our daughter.
We started taking our girl on cruises with us when she was 23 months (about a month too earlier for the Carnival program so she stayed with us the whole time). We did take along the portable playpen just in case we didn't like the look of the crib provided by the cruiseline. We were driving to the port anyway and then to a hotel in San Diego where she did use the playpen.
I recently did read a thread on cc in which a family couldn't get a crib on a Princess ship. they were told there were only so many cribs available. That seemed strange to many posting -- why would they allow more babies/toddlers to be booked than they have cribs for (or be able to transfer from another ship that doesn't have that many youngun's). So if you do need a crib, make sure you get the confirmation in writing from the cruiseline so there's no surprises.
