Cruise lines have the mentality that 'a seat on an airplane is a seat on an airplane' and anyone who sits in that seat, gets charged no matter what the age.
While sometimes you'll find specials that offer free fare for children when they occupy the 3rd and 4th berth in a cabin, they still have to pay port fees and taxes. In other words, no one sails for free.
But most of the time, no matter the age, they pay the 3rd and 4th person charge.
When you think about it, it doesn't seem fare - a 6 month old baby does not eat anything, does not utilize any services, or cause any problems, except maybe the usual trash from diapers and food.
And no, you do not need to book a triple cabin if using a pack-n-play on RCCL. But you'll still be charged for three people in the cabin.
And RCCL has become more baby-friendly and now have diapers, food, and other baby items for sale as a part of their pre-pay items.
