Don't think a lot of folks have been there, Smitty. Hope someone comes along soon with a first hand report for you. Meanwhile, I found this... The picture is really pretty, anyway, and there is the bit about the whales that you might find of interest -
Samaná is a peaceable town with brightly colored houses nestled in hillsides filled with coconut trees. Nearby Cayo Levantado has thick forests and scenic beaches. Parque Nacional Los Haïtises is perfect for a boat ride, with jungle-covered islands and mangrove forests. Those lucky enough to visit in January and February will witness humpback whales mating and bearing young in the waters off the coast.
think it's ten days till we get there . the pic looks great , i think that's cayo levanto which is one of the excursions offered. knowing us we'll just wander around into the town.

Smitty, we have been to Samana twice and both times we booked the Cayo Levantado excursion. I just could not find anything that would convince me to go into town. All I heard was the "devastating" poverty that you confronted with.
We will be going back again next November and I am not sure what we will do. If you go into town let us know what to expect.
The thing I would love to see is the hand rolling of cigars at a local place. Also buy a few to refill my humidor when I return home. There are some incredible deal to be had there.
