I can answer some of your concerns, Lee.
If you buy the wine package you can ask for a bottle at any of the bars or in the dining room. I don't believe delivery to the room is an option, but you could ask once you get onboard.
Yes, you can take it to your cabin for consumption.....or if partially consumed the restaurant will hold it for you for the next meal if you prefer.
Since it is an onboard purchase you can drink it anywhere drinking is allowed. If you take it to the pool area be sure to use the plastic glasses as they don't allow glass for obvious reasons.
Rules are changing all the time, but to the best of my knowledge this is the way it operates.
