Any of the beach clubs will have these activities. Our favorite is Paradise Beach Club. But there are many other along the coast.
These activities are not always supplied by the beach club itself but by private operations that use that beach area along with the beach club.

We found this information for parasailing. Cozumel Power Snorkel Shore Excursion, all Power Snorkel Tours in Cozumel Mexico ...hope it helps!
