I am not sure what Carnival's current policy is but I have found that most line have been planning on boarding to start around 11:30 - 12:00. This works fine as long as there are no problems unloading the previous passengers and no issues with health concerns. Sometimes, for some reason or another, Customs and Immigration takes longer than expected. Sometimes there is an elevated number of people with gastrointestinal problems and a extra round of sanitation is done before boarding can begin. Either situation can delay boarding no matter what time they plan on boarding.

I arrive between 10:30 and 11 am for carnival generally. Im platinum so I know I will get on right after the wedding parties and HC folks. The sooner you get there the lower the zone card number will be they give you when you check in.
Almost every cruise I have been eating up at the buffet by Noon.
