I haven't been able to find out how close to the terminal a rental office would be, but the terminal is within easy walking distance of Old Quebe City. This link has numbers for various rental agencies.
We have booked a cruise that ends in Quebec in 2008 and hope to rent a car to drive back into the United States, via Vermont and it's fall colors. Is there a way to do this? I wonder if you have to drop the car at the border and rent another.
Has anyone ever done this????

Not sure of the regulations of the car companies about a one way trip between countries. You can take a rental car into the states from Canada ok, but if you leave it there I'm sure they'll ding you for a large return fee. Since it's registered in Canada, they wouldn't be able to rent it in the states.
