I agree with Dizzie 100 %. You can still book the Empress Tea, but do it yourself. You can walk from the ship to the hotel in very good time.
One other that isn't mentioned is the Tea Room at Butchart Gardens. I love this tea! Take a grayline bus to Butchart, spend about 1.0 hours touring the Gardens, and enjoy one of thier lovely teas served in traditional English fashion in Jenny Butcharts home!
If you are just dying to get to the Empress, feel free to take a stroll through the hotel at the very least. Check out the Bengal Lounge too! India come to life. So great.
If I were to choose one of Dizzie's selections it would be Murchie's. A true British Columbian company still in operations by the family. Take home some Number 10 blend. So yummy.

We've decided to rent a car for the day and go to Buchart ourselves rather than by the ship bus tour. We are there from 8 AM to 5PM. I have been to Victoria before and went to Buchart. As I recall, it should be easy to get the car, go to Buchart and back in that time with time for lunch and a bit of browsing...is that realistic??

Absolutely, you will want to spend minimum 1.0 hour strolling through the gardens. You may want to make an advance reservation for the tea if you do it there.
There will definitely be enough time to fit in something else as well. On the way to the gardens is a cute little winery. It has changed hands since my last visit, I think it is now called Church and State. hmmm let me look.
