Living in the area, we've traveled out of Baltimore several times, including both of the current ships; the Carnival Pride and the Enchantment of the Seas, as well as the Holland America Rotterdam, the Celebrity Galaxy, and the Carnival Miracle.
Anytime you travel in the Atlantic, you can have rough seas, but Winter tends to be a bit more animated that other times. Luckily, both ships sailing right now have fairly good stabilizers, which helps.
If you're prone to motion sickness, you definitely do not want to get a cabin in the front of the ship.
The one good thing about traveling at that time, the prices are pretty good. The bad thing is that it takes 8 hours to transit the Chesapeake Bay, so it can take at least 1-1/2 days before you start to hit warm weather and, of course, the last 1-1/2 days coming back can be cold.
If you're doing the Pride, the Bahamas can be warm at that time of year, but the water can be just a bit chilly.

I went out of Baltimore last February and it wasn't bad. Part of the first day we felt some swaying but not much. This was on the Carnival Pride. My cabin was inside midship and we had no problems there. The weather in Florida and the Bahamas was great.
