I also wrote Rick Steves about his rolling tote. EBags had it listed as fitting under the seat. Here's Rick's staff response:

The Avanti Rolling Tote does not fit under the seat because of its wheels and hard frame. It must be placed in the overhead bin.

Walmart.com: Protege Glendale Carry-On Tote, Black: Luggage
Some people try to turn back their odometers. Not me! I want people to know why I look this way. I've traveled a long way, and some of the roads weren't paved.

I fly in and out of LAX and SNA on a regular basis for business. Not with this airline but with many others. I've found when you bag check at the gate all gate checked luggage is unloaded at the plane and you're expected to cart it out on your own. No trip to baggage claim for business travelers which is a big plus. You might check if your airline has this practice and if so you can take the bag you have gate checked and travel on down to baggage claim for the checked bags. Might not apply for your airline but if service is their motto then they shouldn't mind if you ask!

Thanks everyone for the great advice.

I think I've solved the problem now that I've heard from the airline. Went ahead tonight and ordered the Rick Steves bag (Avanti 14") from EBags. I had a 20% off coupon and free shipping so got them for $39 each. We are returning the Swiss Army bag which is slightly larger tomorrow at Macy's. Got both of the Rick Steves bags for less than the 1 Swiss Army bag that we got 60% off on.

Now I know our bags will fit under the seats in front of us. My purse is crushable so that will help too to get both pieces there.

    Thank you for visiting usairways.com.

Mesa Airlines will operate one or more flights in this itinerary.
Due to smaller-sized overhead compartments on our Express aircraft,
carry-on bag size is limited to the following dimensions for these
    flights: 19"x15"x11".

    MAXIMUM CARRY-ON BAGGAGE DIMENSIONS:

    UNDERSEAT - 17L X 32W X 11H INCHES

If you have any further questions or concerns, please feel free to reply
or call our Internet Support Desk at (800) 327-7810. We know that you
have many choices and we thank you for choosing US Airways.
Questioned USAirways about the dimensions and here is their response:

The under seat dimension is correct. There is no middle bar to separate the space for each seat, so you would have to share the 32" with the other passenger seated next to you.

If you have any further questions or concerns, please feel free to reply or call our Internet Support Desk at (800) 327-7810. We know that you Have many choices and we thank you for choosing US Airways.

So the Rick Steves bags we ordered last night will fit perfectly with room to spare for my purse. YEAH !!!!!
