When I sailed on the Norwegian Gem last year only Cagneys steakhouse, the Japanese restaurant and one other charged extra. All the others were free (Italian, Spanish/Mexican etc.). Someone told me that all the restaurants besides the main dining room now charge extra. Is this true?

Not quite. The two main dining rooms are indeed included in your fare. But, you also have the option of the buffet, Blue lagoon, and there is usually a poolside place that prepares lunch items. Room service is also included but a small tip is suggested for this service.
