New Citizen no US passport yet. OK to cruise?

My wife just obtained her US naturalization last week and has not had time to get a passport and we do not live near a 1 day passport office. She has a Russian passport (dual citizen) and US Naturalization certificate for US citizenship proof and a state issued Drivers License for identity?

I understad until June 2009 this wll get her on a ship, but my concern is countries such as Belize, Guatemala and Mexico. Will they allow her to depart the ship for the day

NCL said as long as the cruise starts and returns to the same port (New Orleans) she is OK and they would not say that if she can not get off the ship at each port with Naturalization and DL?

I called the Belize Embassy they said yes for less than 24 hours and thier webste confirms that.

It is a holiday so I did't get answers from mexico or Guatemala.

Does anyone have experience with this?

She's Ok to cruise, but she'll have to travel with her US Naturalization Certificate, Russian Passport and US Drivers license.

You didn't say when your cruise is, but if you go to your local Post Office, you can pick up an application for a US Passport. They will even take her Passport pictures at the Post Office. Once you've completed the application, turn it in at the Post Office, with the fees and other supporting documents as stated in the application, and the Post Office will send her passport application to the Passport Office.

As for getting off the ship at the ports you mentioned, she's better served by calling each country's embassy as you've already done in one instance to be sure.

NB(Note Well) - Guard that Naturalization Certificate with your life, it costs over $200 to replace it.

The Cruise is in a couple of weeks. Not enough time to get passprot. Going to a passport office in New Orleans for a 1 day passport is not an option.
