There's news on "another website" about Celebrity changing their dress code as of 1 Aug 08, skipping on informal and just having Formal and Smart Casual. Don't know if anything official has come forth from Celebrity themselves... anybody here heard similar ?

I haven't heard anything along those lines. I was on Mercury for 14 nights to Alaska sailing April 27, 2008 and didn't hear anything about that. The website still shows all 3 of the dress options.
I did find this: Note: Evening attire is subject to change and may vary by ship. Weather or itinerary changes may alter this schedule.
We've sailed on both HAL and Celebrity and on both cruises were at a loss to distinguish between informal and smart casual. Now I could distinguish between informal and casual, but it's the 'smart' adjective that left us confused.
And judging from the way most dressed we decided we weren't the only confused ones. If one forgot the night's designation and simply looked around, the guess was only easy on formal nights!
We're moving down to NCL this winter simply because we didn't want to have to bring along dress clothes as the cruise is only part of an extended stay in Spain where we wouldn't need even smart casual. So our smart casual will be only moderately smart in that my husband's not even bringing along a jacket.
I know that Princess has just Smart Casual and Formal nights (at least since 2003, my first Princess cruise). I really wouldn't know what the difference would be between SC and Informal and would have to refer to my fellow CLFers and the cruiseline's website to figure this out if I go on a cruiseline with three types.

I called the Captains Club today, and the rep on the other end of the phone confirmed it and said that their should be a press release or web site update coming soon.
Celebrity is eliminating informal
I actually like the three levels of dress, but I know with so many people concerned about packing in one or two suit cases, I think they dropped it to accommodate those concerns.
DS says he's going wear his blazer anyway, and DD still wants to bring her "inbetween" dresses.

I think this is a good idea for this day and age with our changing lifestyles AND the new limitations on checked baggage.
Just think how many pairs of shoes this new dress code will eliminate! Keep the formal and casual and as the old song says "don't mess with Mr. Inbetween"!.

Interesting that the "dress code" has become such a topic of interest...and confusing for so many of us. Personally, I always like "dress" for diner, whether on board a ship or not, and will continue to do so. I think it is nice that we now seem to have more options. Hopefully, people will not "take advantage" of the relaxed rules and show up in the dining room in shorts or tank tops....although I am sure there will be a few who try it!! Happy Cruising Everyone!
