I am a smoker and just came back from a cruise onboard Explorer of the Seas. Their smoking policy is no smoking in staterooms or indoor areas, except for some of the bars and the casino. You are allowed to smoke out on your balcony and in some areas of the outside decks, Starboard side only.
We mostly smoked out on our balcony, but we did pay for a balcony for that purpose in addition to being able to see the sea anytime of day or night.
The port side of the ship had no smoking on the outdoor decks and there were plenty of places to sit there, but on the smoking side, Starboard side, you could never find a seat. That kind of tells me that our particular cruise had more people that smoked vs. non-smokers. If they would ban smoking I don't think any of those passengers would have boarded the ship.
I don't see the problem with one half of the ship having smoking sections outdoors and the other side not? If you know there might be smoking on the Starboard outdoor area, then why not just stay on the Port side away from the smokers on that deck?
One other thing to consider. They do sell cigarettes in their shops onboard, if they were to ban smoking all together on their ships, they would not make any money on those sales. I'm sure they make money on them as cigarettes and liquor fly off the shelves of those stores on the final day of any cruise
