Surely if All booked passengers were told to submit these details at least 7 days prior to sailing then NO one would or could have any complaints whatsoever, therefore there would not be any delays to the handing over of details notice at the One hour before sailing limit.

anyone who booked within that 7 days would have to make sure that they arrived on time in order to sail.

Dave, in a perfect world, everyone would comply, but alas, there are always those who don't follow the rules. They are the ones who will be the first to complain if they are denied boarding or if boarding is delayed!

Char, i understand where you are coming from but there are certain airlines who if you are late or have not supplied the right information will not allow you to travel ! so why should cruise lines be any different? why should all those passengers who have complied with the request and boarded on time be held up by those who cannot be bothered.
