Patty, that would depend on which cruise line. Some will pre-book and others are not set up for that. On Celebrity I pre-booked thru the Captain's Club.
You can on Carnival (if the ship has a specialty restaurant)

You can also prebook the Supper Club's on Carnival.
BTW, it was an unbelievable experience on the Spirit.
Totally blew me away. Spent over 4 hours there.
And enjoyed every minute.

Actually this question was inspired by a thread on the dark side in the Princess board. Someone mentioned that they had booked a specialty restaurant on her dh's birthday in January. Everyone else wondered how could she have done so and she said her TA booked it already.
