Well, that's one good thing.
I remember a little bit after the storm, some of the residents were starting to rebuild their homes / businesses. Then, they were told they had to buy a permit, and lots of them could not afford it. So the rebuilding came to a halt.

Guess now we know the whys and wherefores.

And we understand why, on another site, it was said that not everyone is happy about the new development plans.
