I may answer this different after we get back for the Mexican Riviera in a few weeks but you have to know what you consider cold or hot, for each person that can be different. As for me I like my pool or ocean, as the case may be, to be bathtub warm the warmer the better. Eveyone else in the house leaves the pool in our backyard alone when the water temperature hits 85 this is when I think the pool is getting warm enough to finally use. I really love it when the water temp hits 90! So we have chosen to cruise iin Oct. so the ocean will be warm enough for me. In the later winter and spring the ocean water temperature in the Mexican Riviera is upper 60's to low 70's too cold for me. So if you like to do water activities and like warm water go for the fall. It is humid so it will feel hotter then the actual temperature. Fall temperatures are generally in 80's but here is what P.V. is right now. If you are likely to want to do shore excursions that don't include water activity then you can avoid the worst of the heat and humidity by going in Jan. or Feb.
Zip line excursion or a hiking tour while the heat index is over 100 would be brutal. IMHO
