I have accidentally stepped on them at stingray sandbar without incident. It's kind of an interesting sensation and I suspect a mutually "Oops". They get out of the way.
I would instruct kids and adults acting like kids not to go around trying to intentionally stomp on the rays unless they are looking for trouble.
