Absolutely, you will want to spend minimum 1.0 hour strolling through the gardens. You may want to make an advance reservation for the tea if you do it there.
There will definitely be enough time to fit in something else as well. On the way to the gardens is a cute little winery. It has changed hands since my last visit, I think it is now called Church and State. hmmm let me look.

There is also the butterfly farm close by. If you are garden enthusiast, the gift shop at butchart is great.
