Broken record here, but there is no such thing as a "bad seal". And I'm presuming you are talking about an oil seal, right? If so...there are bad installation techniques, bad lubrication practices, bad designs. Mostly it boils down to "people". Kinda like the the ol saying on a computer, garbage in..garbage out.
