I've cruised to Ensenada at least 10 times.

There has been times that I didn't even get off of the ship.
When I did, I only went to town a few times.
If it's your first time, you should go to Papas and beer
and check it out, it gets pretty crazy at times. It's also caused a few people to miss the boat.

There is a drug store in a shopping area right on the dock
I ocasionally pick up some antibiotics, diuretics or muscle relaxants
that are available there without a prescription.

There are also a few tables with umbrellas where you can sit
and have a cerveza or two at about half of what you'd
pay on the ship.
