I had to go with Sometimes Yes -- Sometimes No!
Our favorite time to use our balcony is when returning from a day in port. Often, we are too grubby to be elsewhere but not ready to get bathed and changed. 
On many At Sea days we never sit out there ... but it's nice to know we could if we wished.
