I see this is an old post, and thought I'd post my recent experience with the water taxi in St. Kitts.
You can pick up the water taxi just off the ships pier.
There will be someone there by a sign. They collect the money ($10 round trip per person) to Frigate Bay Beach.
The taxi itself you will walk to from the pier...a short distance to the marina. Board the boat, and it goes straight to FB. It returns every half hour...and you can go back when you like. If many people want to go back at the end of the day, they use a bigger boat...no worries.
TIP: You can get some nice pictures of the cruise ship from the water taxi.
TIP: If you are at Frigate Bay...and didn't take water taxi there...you can purchase a one way transfer back to the ships from the crew. ($5 PP)
