The big problem with piracy is that it is too good an endeavor for those who partake in it. The ocean is big so chances of being near a ship that could capture you are very small. Even if a SOS is sounded, it would take quite some time to get to the area, more time to ascertain that it is an act of piracy, and even more time to take action. The penalty for piracy is great (death) but the number of people apprehended and tried is very small making the risk minimal. The rewards? Millions of dollars paid willingly by the companies that have ships taken. Oh, by the way, the ships are insured so the companies do not have to pay a cent, their insurance carriers do.

My solution? Turn it into a video game with unmanned drones. Advertise heavily about the new game "Sink a Pirate" Let people for a small fee, get remote control of these drones which are equipped with small bombs and cameras. If the person who has the remote at a particular time sees a pirate raid they can detonate the bomb. If the instant replay shows that it was a pirate, they get a $10,000 reward, if the bomb was set off in a questionable situation, the player gets a $500 fine, if deliberate detonate without cause, a $10,000 fine. Put up about 1000 of these remote drones and the piracy should totally stop.
