Hello Lisa,
Yes the water was very calm at Fort St. Catherines as was Tabacco Bay. My 8 year old daughter at the time of our 2006 trip was not a strong swimmer either and we packed a life jacket for her and took it with us. It was more enjoyable for us knowing she was safer and we didn't need to hold her and she could swim around with us. Well let me know if you find some sea glass in July as we'd like to find some in August 2009 when we go back.
